Open new canvas 600 X 600
Flood fill with white
New raster layer, flood fill with color of choice and apply mask with these settings




Copy and paste frame of choice
Using magic wand click inside frame, Selections, Modify, Expand by 4
Copy and paste a paper of choice as new layer, Selections. Invert, Delete on keyboard, select none
Effects, Texture effects , Blinds with these settings








Move this layer below your frame layer
New raster layer, add your word art or brush
Drop shadow your frame V 2, H 2, O 50, B 4, black
Copy and paste tube of choice and position add same drop shadow
Add any accents you desire, add same drop shadow
Add your copyright info and name
Save as jpeg
